Message

Retirement benefit programs can play an important role in both attracting and retaining talent and helping employees build fulfilling lives after retirement. Career Highlights & Experience

Throughout my career, I have had the opportunity to work in a wide range of areas, including audit, retirement benefit obligation calculations, pension plan design consulting, accounting, human resources, corporate planning, sales, fundraising, shareholder relations, public speaking, and writing.

In each role, I encountered obstacles, struggled at times, and worked hard to overcome challenges. Looking back, those experiences have become some of my most valuable assets, and I can honestly say that none of them were wasted.

1973	Born in Kanagawa Prefecture
1996	Graduated from the School of Commerce, Waseda University
1998	Joined IIC Partners, as an Accounting Supervisor and a Retirement Benefit Obligation Calculation Assistant.
2000	Joined Deloitte Touche Tohmatsu LLC (Tokyo Office), where responsibilities included audit engagements, IPO preparation, and due diligence projects
2004	Returned to IIC Partners as Pension Consultant and General Manager of Accounting
2006	Appointed Executive Officer and Head of Corporate Planning

Shin Konagai

Position	Executive Managing Director
Message	In a rapidly ageing society like Japan, retirement allowances and corporate pension plans represent significant challenges for both businesses and society as a whole. Drawing on our deep expertise in these fields, we have helped clients address a wide range of complex issues. By making difficult concepts easy to understand, we have earned the trust and support of many clients. Looking ahead, we aspire not only to make difficult concepts easy to understand, but also to uncover deeper insights within familiar topics and make those insights engaging and accessible. Through this approach, we hope to contribute to solving an even broader range of social challenges.

Career Highlights & Experience	Graduated from the Faculty of Policy Management, Keio University, in 1998. After graduating, gained experience in a variety of fields, including sales for a housing manufacturer, public relations and new business development for a professional training school for creative professionals, and human resources at an IT company. Driven by a desire to develop a comprehensive and systematic understanding of business management, obtained certification as a Certified Management Consultant (Japan) in 2011. Currently oversees the company's administrative functions while also supporting clients through a broad range of consulting and educational activities. These include consulting for small and medium-sized businesses as well as seminars for large corporations.

Yohei Mukai

Professional Qualifications	Fellow of the Institute of Actuaries of Japan (Pension Actuary) Certified Member Analyst, Securities Analysts Association of Japan (CMA) First-Class DC Planner AFP (Affiliated Financial Planner)
Career Highlights & Experience	Born in 1978. Graduated from the Faculty of Science at Kyoto University. Joined IIC Partners in 2004 after working for a major life insurance company. Appointed Director in 2012 and concurrently became Representative Director of Kumitateru Co., Ltd. when the company was established in 2020. Has led numerous consulting engagements related to retirement benefits and the employment of older workers. Serves clients across a wide range of industries, from large corporations to small and medium-sized businesses. A regular contributor to publications including Jinji Jitsumu, Jinji Management, Elder, Kigyo Nenkin, Kinyu Journal, and Toyo Keizai. Author of Fundamentals of Defined Contribution Pension Plans and Financial Institution Responses (Keizai Horei Kenkyukai), among other works.

Hitoshi Nishimura

Message	Before being appointed Director, I devoted myself to delivering meaningful value to each client I worked with. Building on those experiences, I am now focused on creating a stronger foundation that enables us to deliver value to an even broader range of clients. By continuing to embrace new challenges and evolve as an organization, we aim to make an even greater contribution in the years ahead.

Career Highlights & Experience	Graduated from the Business Engineering Program in the Graduate School of Engineering at Osaka University. After working for a major non-life insurance company, joined IIC Partners in 2019. Appointed Manager of Actuarial Consulting Team 3 in 2022 and Director in 2025.

Shin Yabe

Position	Director
Message	Across the economy and society, there is growing recognition of the importance of sustainability. Ensuring that employees can work with confidence by establishing and soundly managing retirement benefit arrangements, including pension plans, has become an important part of building a sustainable company. Drawing on our independence, objectivity, and deep expertise, we help employers address a wide range of retirement benefit challenges, including improving the investment management of DB and DC plans and strengthening pension governance frameworks. Through this work, we hope to support organizations as they navigate the complexities of designing and managing effective retirement benefit programs. To that end, both as a company and as individuals, we remain committed to continuous learning, improvement, and professional development.
Professional Qualifications	Certified Member Analyst (CMA), Securities Analysts Association of Japan.
Career Highlights & Experience	Graduated from the Faculty of Social Sciences at Hitotsubashi University in 1977 and joined The Nippon Credit Bank. Built extensive experience in corporate banking, securities business, and fixed-income investments, and in 1996 was seconded to NCB Investment Advisors, where gained expertise in pension asset management. Joined Tokio Marine Asset Management in 1999, providing investment consulting and client services to corporate pension funds, the Government Pension Investment Fund (GPIF), mutual aid associations, financial institutions, and other institutional investors. From 2014 to 2019, served as a Corporate Pension Investment Specialist in the Corporate and Individual Pension Division of the Pension Bureau at the Ministry of Health, Labour and Welfare. Joined IIC Partners as an Advisor in June 2019 and was appointed Director in October 2020. Additionally serves as a Research Fellow at a public-interest foundation specializing in pension research.

Career Highlights & Experience

Graduated from the Faculty of Science at Tokyo University of Education in 1977 and joined Toyo Trust and Banking Co., Ltd. (now Mitsubishi UFJ Trust and Banking Corporation). Spent an entire career there, engaging in corporate pension-related work until July 2007.

Subsequently joined ORIX and continued working in the corporate pension field. Joined IIC Partners in October 2017 and was appointed Corporate Auditor in October 2024.

Ryoji Kimura

Career Highlights & Experience	After graduating from the Tokyo Institute of Technology, worked for a life insurance company before joining an audit firm, where responsibilities included: Retirement benefit accounting audit support (JGAAP, US GAAP, and IFRS) Due diligence and post-deal advisory related to retirement benefits, including post-merger integration and separation-related plan design IFRS convergence projects Advisory services for the design and restructuring of retirement benefit programs Actuarial valuations of projected benefit obligations (PBOs) Other related retirement benefit consulting services)

Career Highlights & Experience	Delivered numerous seminars and presentations on retirement benefit accounting, pension accounting, and related practical issues between 2001 and 2023. Served as a training instructor for both the Society of Pension Actuaries of Japan and the Institute of Actuaries of Japan for eight years beginning in 2005. From 2000 to 2017, advised clients on a wide range of matters relating to pension plans, actuarial valuations, retirement benefits, and pension accounting. From 2000 to 2019, played a leading role in retirement benefit accounting audit engagements, while also overseeing and resolving numerous technical consultation matters.

International Experience & Expertise	After graduating from the University of Bath in 2016, enjoyed a year studying Japanese in Osaka. Joined a leading UK pensions consultancy in 2017, gaining over eight years of experience advising UK and international clients. Qualified as a Fellow of the Institute and Faculty of Actuaries in 2022. Managed to find a way back to Japan in 2026, joining IIC Partners with the aim of further expanding the firm's international presence.

Alongside PBO calculations, I have supported clients with a wide range of retirement benefit-related services. As well as working out pension-related calculations, I have been working out at the gym for over 18 years, so I can help solve problems related to that too!
